Yes Xarlen, although Divine Power is an evocation spell, and Haste is a transmutation spell, he can only have permanencied Abjuration spells...although this is still too powerful.

At a low level though, Permanent Sanctuary seems good for me though In the future, Permanent Spell Resistance and Permanent Stoneskin (Earth/Strength domain spell)
