Is there any mention of the mechanics for tracking in 4e? If so, is it a skill challenge, or flat DC?

Covered under the Perception skill, no feat needed. Flat DCs, for better or for worse, including the "Quarry obscured its tracks" modifier (of +5). I didn't see anything in Nature/Perception/Stealth to do any better at hiding your tracks, so expect decently leveled trackers to be able to follow you regardless.

(I approve of flat tracking DCs except for the deliberate obscuration of tracks. A high level or appropriately skilled character should be better at it)

There's a table of Perception DCs for finding tracks. There's also mention of using both Nature and Perception in a skill challenge to track people.

Well in the Skill Section of the PHB, under Perception there is a table for DCs for a ordinary single check, so it seems like it can run off a single flat DC.

But, under Skill Challenges it does mention tracking as well. So essentially it is up to the scenario.

A nice day outside, and you simply searching in a area for some tracks, then flat DC.

There is a torrential downpour and your trying to see through the rain, then skill challenge.

Or that is how I would do it.

Simple, make it an opposed check, Perception vs Nature.
