In comics continuity, Shockwave outranked Megatron.

No, he didn't. At least not in the original series (I own the first 20 or issues). Shockwave was 2nd to Megatron and, like the more conniving Starscream, coveted Megatron's status as leader of the Decepticons. For a while, he controlled the Decepticons after taking down the (weakened) Autobots (Transformers 4) and defeating (a still injured) Megatron in single combat (I think that was Transformers 6 or 7).

Frenzy was the other robot. An interesting note is that the colors for these two guys is reversed in the cartoon. The toy Rumble was black and red while Frenzy was purple.

Ah, right. I was rembering the time when Megatron went loony after Optimus' death and blew himself up. By then Shockwave was heading the Decepticon/Cobra alliance.
