Tricks for a Batman-Style NPC?

I'm making an ECL20 Batman-style NPC that fights with a staff and with assorted thrown weapons stored in a Heward's Handy Holster (like the haversack, but different dimensions and can accommodate pointy stuff).

I need some good stuff for high-level sorts.

So far she'll have: Staff, Harpoons+Rope, Grappling Hooks, Tanglefoot Bags, Alchemist's Fire

I know. Not too useful against high level stuff. But great for arson, which is something she might need to do, either as an end in itself or to cause a distraction. The character will be a powerful merchant/politician that does a bit of her own industrial espionage and Nixonage.

The good thrown stuff needs to be invented. Maybe single-use items that do energy damage, maybe a wand (UMD Maxed).

I'm thinking some kind of urban ranger variant or a fighter/rogue taking that investigator or watch...whatever.. prestige class eventually.
..feats: maybe improved unarmed (batman brawls) or use some kind of spiked gauntlets, 2-weap and 2 weap def. for the staff?
....just a thought....

What might work well is a level of sorcerer or so and use some nice wands or one-use spell trigger items. :)

I'd go fighter rogue or monk rogue or monk. Max UMD, that's Batsys stick.

Cloak of the Bat is a must.

Get him that bowstaff from the A&EG and the Quarterstaff fighting style from CW.

Cape of the Mountebank.

Fog things.

But still... all this at ECL 20?

Alright, since people wonder what's the point of this at L20, here are the stats. I want the thrown stuff or magical gadgets (wands, etc) to be a useful bag of tricks to complement some pretty darn powerful fighting and sneaking abilities. Flashy, Unusual, and effective. For the staff I am opting for not doing the double-weapon thing. Also, she gets PC wealth/level.

Now I can see why she needs the Alchemist's Fire, she's not going to hit anything with those miserable attack bonuses. ;)

Or do the PCs in your group have such a low AC (around 30) by ~20th level?

So, what? Is this person evil or something?

Well, for Alchemy stuff, theres a free .pdf from some company called "Mineral Alchemy" and it has lots of different uses for various mineral compounds in many different alchemical items. Theres a stone that glows when undead are near, a powder you can animate the dead with, all kinds of stuff that might be fitting.

I figure you could have ballista bolts of lightning bolt/disentegrate/whatever for giants or dragons, so you could have use-activated single use items in crossbow bolts or daggers or hammer or whatever.
