True 20 question (skills)

So, the True 20 rules seem to infer, but never actually say, that you get max skill ranks in the skills you take at first level, presumably to balance out the fact that you get 4x skill points in regular d20.

Is this correct?

The place that infers to it is the introudction to the skills chapter, but if it ever says it outright, I missed it.

On page 28, under Acquiring Skills, at the end of the section it says "These starting skills begin at four ranks, the maximum rank for 1st level."

Right, that's the section I was referring to. It would have been harder to miss if it had been noted with the classes and other places when it discussed skills at 1st level.
