Do I understand this correctly? What is effectively a +20 (to hit only) bow is only 2000 or 3000 gold pieces? So if I outfit a squad of archers with these things, they can all hit a single target (say an enemy commander) reliably out to the bow's max range once a round. GADS! Plus it ignores concealment. Is that right?
The Bow of True Arrows (or whatever it's called) is essentially a wand with unlimited charges (costing double) combined with a +1 composite longbow. It has all the limitations of a wand, other than the charges.

All variants (save Quickened ones) of True Strike require an action to use.

There is only a minor difference in average damage between a competent Fighter-type doing

[Charge (round 1) + Full Attack (round 2)]

and

[True Strike (round 1) + (Charging?) Power Attack (round 2)]

The first option will do better if the Fighter has high Str bonuses, unless the target has an unusually high AC. The tactical advantages and disadvantages of possibly delaying entering the brawl may matter. But it is legitimate to gain some kind of benefit from a magic item, and there is no meaningful bonus gained without some measure of tactical skill/teamwork employed.

Zip in, Deliver a really powerful hit, zip out. Target now must charge up to EK in order to get his attack in. But the target only gets 1 attack, as opposed to 5+ attacks that monks and dual weilders can deliver. Spring attacks can really REALLY annoy anyone who bases thier character around getting lots of attacks in per round.

Unless they have access to some pounce/lions charge type ability ;)

It's prolly best in the hands on an eldritch knight or barb/sorc type (who melees but boosts himself with his spells).

Extremely useful for the wizard casting an empowered enervation or empowered disintegrate or maximised empowered scorching ray and who doesn't want to waste their spell with a pesky miss :)

If there were a metamagic feat that let you cast a personal range spell as a touch spell for +2 levels, would you think a potion of true strike would be balanced as a 3rd level spell?
