I have a very cool DM. I'll ask for a "roll when it makes sense" rule for the 2nd attack in that spell. I don't think the spell is particualarly strong even if the 2nd attack were always automatic.
Well it depends if the ally is actively fighting an opponent even at 5 feet there should be a risk of missing him/her. But if he is standing still doing nothing but waiting at 5 feet to receive the spell then yes you don't need to roll.

Also you could switch the order to make it more effective. You first point the recipient and then you fires at the target. That would allow you to use the spell in surprise attack. Also could the caster be any of the two target?

Absolutely not, my DM and I didn't want arcane casters to be able to heal themselves using this method, so we decided it was beyond the limits of a second level spell. We also wanted to be sensitive about blurring the lines between clerics and arcane magic users.
 

As far as I am aware, there is no official ruling on the matter.

I allow a character either to stand still (effective Dex 0, base AC 5 - but applying to friend and enemies equally) or if in combat to keep ducking and dodging and moving (normal AC - but applies to friends and enemies equally.)
 

I recall reading an offical FAQ of some sort, but when and where I cannot recall. If you try to hit a willing target with a ranged attack, you aim at a AC of 10.

That's how we were ruling this. However, to hit an AC 13 and AC 10 in the same round with a touch attack of +3, I only have a 32% chance of success. That just seems a bit low to make it practical.

This is how I would rule it. In the midst of combat, you can't stand perfectly still to allow your friend to hit you more easily, while at the same time dodge and weave to prevent enemies from doing the same. So--off the cuff--I'd allow three options.

1. You dodge and weave as normal--normal AC to all.
2. You stand in one place, making yourself an easy target--AC w/o dex bonus to all.
3. You actively try to get yourself hit by the ray, at the same time ignoring other enemies--AC minus dex bonus to all.

The point about distance is moot in combat, I think. Anyone who's watched a kendo match or fencing knows that 5 feet away does not necessarily mean "easy to hit with a rock." :p

I couldn't agree more.
 


I'd go with the "Subtract DEX bonus from touch AC" for friendly attacks - with negative bonuses (for stats 9-) increasing the touch AC. Somebody that darn clumsy moves erratically enough that it would interfere with their own friends IMO...
