ooc: The rules are that you are an apprentice until a Master Judge promotes you to Journeyman. Jeph's comment to me was therefore entirely useless. ;) A Journeyman can be promoted to Master Judge with the consent of two Master Judges.

Yes, he is still an apprentice judge, but I am going to promote him if he finishes this match well since he's judged the past few matches well.
