Depends on the table. It was there before, it could simply be put back. Oddly, I've never had anyone take the old version at my table.

For my games I've tied it proficiency bonus. Subtract your PB, add twice to damage. It scales to level so its not so front-loaded.

I was actually thinking of tying it to ability mod×2(capped at 10 damage) and only using the attack action(no bonus action attacks).

Yes, they are too strong for a weapon mastery.

IMO:
Power Attack: when you would attack with this weapon you can forgo an attack. If you do, the next attack you make with this weapon before the end of your next turn deals double damage.
If you forgo 2 attacks, the damage is tripled, if you forgo 3 attacks it is quadrupled.

If they were -Proficiency to hit, +proficiency to damage, and only worked with the attack action, they might be balanced.

Another option would be they can only be used once a turn, like a sneak attack - possibly activated by using a bonus action (emulating an off-hand attack in a manner of speaking).
