Consider the following:

the Heavy Blade Opportunity feat lets you make an opp attack with a heavy blade and you can attack with an at-will attack instead of a basic attack.

The Two-Weapon Flurry feat: While holding a melee weapon in each hand, if you make a successful opportunity attack with your primary weapon, you can also make an opportunity attack with your off-hand weapon against the same target (but with a –5 penalty to the attack roll).

If a TWF ranger makes an opp attack and chooses to use the Twin Strike at-will attack does he in effect get to make 3 attacks on an opp attack?

Forgive me if some one has already brought this up.

I would say it would be fine. Let's remember that the [flurry] feat has a requeriment of dexterity 19, which is quite high, considering a melee ranger will want to have high strength and wisdom.
 

I would say you would need to choose one of those feats and stick with it, and retrain the other; personally, I thing the Heavy Blade Opportunist Trumps Two Weapon Flurry, as it has the flexibility of allowing you to choose the At-Will Power most suited to the Opportunity Attack in question. I feel the TW Flurry feat is more for those who use lighter weapons and perhaps aren't Rangers, but like to dual wield anyway.
 


The dex requirement is steep for a TWFer but I don't think it is unbalanced

now if only you could combine this with the stickyness of a fighter...lol
