two damage rolls due to one power

Attack: Charisma vs. Fortitude
Hit: 2d8 + Charisma modifier fire damage.
Effect: If the target attacks before the start of your next turn,
the target takes 2d8 fire damage.

So the first hit effect adds in all my damage bonuses that normall occur with attacks.
Does the effect damage add any other damage other than just the 2d8 (focus, dual implement spellcaster)? If so does everything except my cha mod get added in?

Anything that modifies damage rolls modifies that second 2d8 because it is a damage roll.

Well Rangers have been milking extra damage rolls since the beginning.

ah yes but I have a static 29 damage added to all damage rolls at level 16 (4 more with ca, 7 less w/o cha)
