He actually makes an appearance in the palantir, but I hope you don't think that was a serious post! 
But on a deeper level, one of the tenets of Middle-Earth is that all powerful beings are forces of nature. All the big powers make their homes magical places by their presence (Rivendell, Lorien, Dol Gulder, Mordor, Moria, the Grey Havens, etc). Only Gandalf breaks this pattern, and he does it conciously.
