If you go into the Dervish prestige class (Complete Warrior) as a Scout (Complete Adventurer) you can get skirmish damage whenever you use your dervish dance and improved critical on a scimitar will give you 15-20/x2. The build is very feat and stat intensive so you should start planning for it as soon as possible. Fighter/Scout can make a good Dervish. So does straight fighter but all the pre-req skills are cross-class.
Another option would be to pick up the feat Oversized Two Weapon Fighting (complete adventurer) which will let you use one handed weapons in your off hand but treat them as light weapons. So you could, in theory, wield a bastard sword or a dwarven war axe in your off hand.
Finally, there's the Tempest prestige class (Complete Adventurer) which can help if you're using similar, but not the same, weapon in each hand. Tempest will allow you to use your Weapon Focus (Longsword) bonus on your short sword. It only works with a handful of feats but that's a feat you can spend elsewhere. Tempest will also lessen your penalties for two weapon fighting, if not eliminating them. You also get a small bonus to defense.
