Two-Weapon Fighting

I'm GMing a game and pretty much allow any D+D rulebook by WOTC that is not part of an existing CS. Unfortunately, I haven't had the money to buy every one of said rulebooks. One of my players has the Complete Warrior and wants to take Improved Two-Weapon Defense. His character leveled at the end of the last session, but he will be out of town and unable to play for the next two weeks (I know all these rulebooks and he also gets to go on vacation) and he has stated that he wants a friend of the group (occassional npc with no time to play a pc) to play his char in his stead. He wants to take this feat, but not having the rulebook I am unable to look at it and understand it in advance. We are playing tommorrow and I would like to know how the feat works and what it does specifically. Also are there any other good 2 weapon feats outside of the PHB, what are there names and where can I find them.
Thanks for any help anyone can give me on this quite tall order.

ITWF and GTWF simply multiply the bonuses of TWD. MiniHB has a feat called DoubleStrike that would be interesting... PGtF has Twin Sword Style (bad feat).

I believe the prerequisites for Improved Two-Weapon Defense are Dex 17, Two-Weapon Defense, Two-Weapon Fighting, and BAB +6. It basically doubles the benefit of Two-Weapon Defense, giving a +2 shield bonus to your AC (+4 when fighting defensively or using the total defense action).

Whether or not an item is OGC is irrelevant to whether you can post bits of it to a message board, unless you are going to include a correctly completed OGL in your post.

To fight with two scimitars you better get the Dervish prestigeclass from CW. It rocks (Full attack actions with full movement, Dervish dance gives extra damage and to hit with slashing weapons...)

Get a bbn1/ftr4, go dervish and rage while using your dervish dance

If I am not mistaken, you must use two of the same blade in order to use this feat: two shortswords, longswords, scimitars etc.
