Unarmed combat and extra attackes

Folks:
It has been sometime since I posted last - I have been super busy, and had not had the chance to play with my group for over a year.


However, I am back in the groove and getting my RPG on, yet I need to clear up some rules laid forth in the Compete Fighters Handbook. Yet my books and materials are in storage right now.

It says anyone can specialize in some form of unarmed combat: punching wrestling and martial arts; however, punching and martial arts allows one extra attack.

Is this treated at attacking with two weapons? primary attach gets -2 and secondary attack gets -4? My group does not use the 2.5E Powerbooks, only the base class handbooks; however, I seem to remember reading somewhere that all characters can get an extra attach with their off hand, but suffer some sort of penalty, yet I cannot remember where I read this.

Also, what were the dice roll penalties for attaching unarmed against armored?

No; it is just an additional attack. It's part of the bonus from the specialisation, much as specialising with other weapons gives additional attacks, albeit at a reduced rate.

The penalties are on page 97 of the PHB for attacking armoured characters with unarmed attacks.

Characters may fight with two weapons - not quite the same as attacking unarmed. The rules can be found in the PHB page 96 and the Complete Fighter's Handbook page 64 for the specialisation.
