Why isn't it overpowered? You mean besides the fact that the rogue will typically spend a minuscule amount of combat-time climbing, such that this might only apply for a couple of attacks in an entire campaign?

I rather meant why should the DM do that?
 


The Rogue is not amongst the most powerful classes. So I'm inclined to agree: it's probably not overpowered.

In general, your players will favour the behaviours that the game/DM rewards. So, if the Rogue gets punished every time he engaged in climbing-based hijinks, he'll quickly stop. If the DM wants to encourage such hijinks, he would do well to reward it - and this house rule is a decent way to do that.
 

Considering how very unclear the rule is, I think its a fair judgement either way. So I'll probably err on the side of being flashy here.
