For cross-dressing: yes a lot of female characters dress in trousers and shirt but it's not dress-up wear, it's a casual version of male clothing. Fancy male dress would be different enough.
With the invitation idea it's hard to see how it would work out in practice. How are invitations delivered anonymously? Does it mean only couples can attend? Does everyone sign up instead and get randomly assigned to someone else? That would mean the assigner has to come up with all the outfit ideas. But the matching outfits should probably be posted in either case (although accidental duplications would allow for some fun roleplaying). It doesn't have to be just matching colors, it could be "hat with a feather" or "long black cloak" which allows for more variation.
Dressing opposite to your normal style is simplest to put into effect. Though I suspect people would skew it to match their tastes anyway.
I see no point at all to the cross-species dance. That would look like any other evening in the tavern.
