You'll find the rule for reflex saves don't actualy state when you can't make a reflex save. You'll find it in the area on evasion as Hype quoted it.

To me it looked like the designers intended characters without room to move not to be able to make reflex saves, but forget to include text for such, or Wotc cut that text from the rules for reflex saves but missed the notation in Evasion. Kinda like the realistically harsh rules for weapon combat underwater were clipped from the 3.0 DMG

Well, what I have found is already quoted. In the condition summary, helpless is described for the condition of being unconcious and in that same summary states you have a Dex of 0. It does not state that saves work any different (IE, you don't get a reflex save).

The quoted text about evasion I think is misprinted (in the manual) as there is no backup for the implied statement (that you don't get a reflex if you are bound or unable to move).
