Level Up (A5E) Unreasonable Price

It allows for 120 feet of movement with a bonus action, and the rope is very difficult to break--certainly few mundane forces are going to be able to break it. It's actually pretty good. I don't know if it's Very Rare/25,000 gp worth of good, but I can see it as Rare instead of Very Rare. It would be better if it were hand-mounted, but that should be a quick fix.
not op but i didn't realize it brought you to the hook, apparently i can't read

This gun doesn’t grapple people at all!
This is my only complaint about this gun. If you're going to include in the weapon description a rule that lets you attack people with the grappling gun, it would have been nice to be able to grapple creatures (or objects) and pull them toward you. That princess tied up behind the mustache-twirling bad guy? There's gonna be a little pinch, but in a second or two she's going to be in my arms...

So probably the closest comparison is the carpet of flying. For 20k, I can get a carpet with a fly speed of 50ft (25 ft base, and then if its just me its pretty reasonable to get the double speed boost, unless I'm massive or carrying a crazy amount of gear). You could also look at the 15k carpet for 30 ft speed, but less likely to get the double speed to 60.

This is completely at-will fly, does not require an action past the initial activation. I can stand on the carpet, fight on the carpet, haul loads with the carpet, etc

The 120 ft "speed" of the grappling hook is nice, but it consumes your entire turn (action + bonus action to real + reaction to get the hook back), it requires the destination not be blocked by total cover (unlike the carpet that could fly around as long as there is some opening), and the hook requires elevated surfaces, a carpet can go as high as I want. Oh and there is a miss chance, even a 13 AC is not an automatic success with an attack roll, even a high level character might have a 10-15% chance of failure.

So compared to a 20k carpet of flying, the 25k grappling hook is a very very poor deal in my opinion.

I agree. I am not saying it isn't cool, or that it doesn't do great things. Just that what it cost is weird. When a party would want it they cannot afford it. When they can afford it they have other options that may be better.

That's when they find it in the place or corpse they're looting, or given it as a gift.

Or maybe they can save up for a carpet of flying all they want, but one never seems to show up for sale.
Prices are not set based on the scarcity of other items in dnd, they are set based on the standard utility to a party.

the dm is welcome to adjust prices for their game, or make certain items harder to come by. But the standard price is designed so that one item of price x is going to be roughly equal to utility to another item of price x…it’s as simple as that.

in no scenario if both the grappling hook and the flying carpet were available at the same price, would I choose the hook…let alone pay more for the hook.
