I mean, sure if that happens I might not either. My thought was that a party might never have that choice to make.
Also though, what kind of crossbow is it supposed to be? It just says crossbow. Hand? Light? Heavy?
I suppose I might give it a +1 or +2 and say it is also a crossbow of some kind. Just have the grappling part slung under like a grenade launcher. And... since it sounds the most fun, make it a hand-crossbow.
Not that it helps the price argument, but I just had the image of somebody having a carpet of flying AND a grappling gun and just zooming around a forest or city with crazy Attack on Titan maneuvers. Probably not feasible, but a fun image.
