James has been rather silent during the debate about shadow, since he thinks he has known about shadow all along, and he now takes an office that nobody else seems to want, and begins using whatever resources are available (internet, books owned by Dept. 7, etc.) to research the zombies, He will pay particular attention to reports in tabloids and other sources he considers reliable.
