This is the bit that confuses me... "The resulting offspring will be of the same basic species as you are, but if it or its descendants should turn out to be true surathi, share traits of the father's species."[or the other way arround]
So if a lizardman surathi female,copulates with an elf whilst under the effect of the power, it will be another lizardman surathi. Unless it is or you were true surathi (above thin blooded), then it would be a elf surathi.
