That aside, your obvious choice is Improved Bull Rush. If you are going to create any new feats for your setting, here is an obvious place for them- an Improved Charge chain (I have one imc ;) ).

Dwarves. Definitely Dwarves. With boots of striding and springing to increase their mobility.
 

A good way to get that tactical unit to the enemy quicksmart btw would be to have diviners to pinpoint the troubled spot and have the unit teleport through a permanent teleport ring.

To alert the diviners to trouble in the first place there could be strategically placed 'alarmed' call points which could be smashed in the same manner as fire alarms. The town watch and every public establishment could also have these alarmed systems.
