Couldn't tell you, I'm at work. It's right near where they tell you that cohorts get a half share of experience, probably in the section on 'followers'.

Followers do not gain xp and therefore do not advance. On the plus side, they are also disposable: if they die, you can just get replacements in a d4 months. On the balance, this is bizarre but fair.

The Leadership feat includes negative modifiers for those who abuse this feature.

Evil dragons with good Cha find that Leadership is not quite as promising a feat as you might think. It seems that eating the occasional follower or cohort, even the ones that clearly deserve it, makes finding good quality replacements very difficult.

By the Core Rules, evil dragons aren't eligible for the feat. It has a prerequisite of Character Level 6+, and dragons' advancement is by age category.

Does Savage Species address this to make it ECL 6+, by any chance?

According to SS, character level for monsters is HD plus class levels, so a dragon with 6 HD or more would qualify.

Do they give any explanation for why they use Hit Dice instead of ECL?

That means that Leadership becomes a fairly sub-optimal choice for races or templates with a high ECL but no bonus hit dice.

Take a 12 level character and a Half-Celestial 8th level character. Both ECL 12, but the first can have an 11th level cohort, and the second is limited to 7th...

Effective Character Level is only used for XP and equipment value purposes. I suppose you could use it for Leadership (and that Jack of All Trades feat in S&S) as well, and I don't think it would matter much either way.
 

I think using the effective character level is the right choice for Leadership. Characters with +ECL races are merely more limited for their classed abilities. Their "level" is their ECL.

DMG 46: Cohorts earn a half share of XP. Followers have no mention of ability to earn XP.

DMG 147: reiterates that Cohorts get a half share of XP. On the next page we see that, unlike cohorts, hirelings get no XP.
