I may be nitpicking, but I don't think (IANAL) that executive orders count as legislation.

Technically, it isn't, and executive orders are traditionally fairly limited...but that's pretty well shot to the naughty place by now.

I wouldn't think you need AI. Just a basic computer program. It's a very simple equation: charge = value * tariff. Even I can do that!

I guess spot checks are needed, which require manual intervention. But that applies to any shipment through customs.

My ex-partner is iranian and they do it all the time. It was kind of impressive how they have whole social media groups where people say when they go to and from Iran and how much space they have available for others to put stuff in for their family members. And they don't charge for it (or most don't).
