Use Magic Device and Weapons of Legacy

I have a player who looks at Use Magic Device as a very open-ended skill, and as such wants to use it to meet the requirements for a WoL that requires the ability to cast arcane spells (which he can't do). What do you guys think?

UMD does have a DC to emulate a class feature. I'd use that. He can also attune to the weapon and have the DC go down.

He would be able emulate a class abilty to cast spells for the purpose of activating abilities.

This skill does not let you actually use the class feature of another class. It just lets you activate items as if you had that class feature.

But not necessarily for other purposes, such as unlocking a WoL's powers. I think that would only help you with the baseline ability.
