I put wands in the game with a variety of charges on them and have them up for purchase, prorated based on the number of remaining charges. But, as DM, it's my choice what goes in the little magic shop run the ex-adventurer (who mainly stocks wands of cure light and cure moderate wounds). If PCs want something specific, they commission it and pay the full price of the fully charged item.
