In this case I am thinking of a rogue using two daggers or light blades - so I'll only get +1 to damage no matter how high I level (using the two weapons feat) ?

Yeah.

I don't know why some feats that give damage bonuses scale by tier and others don't. Seems odd for a feat to lose value over time like that. But that's the way the rules are written.
 

The Two-Weapon Fighting bonus is untyped. The scaling bonus from Weapon Focus is a feat bonus.

You can have them both, and having them both scale strikes me as abusable.

That's a good point, and it got me thinking about the timeframe given in the DMG for when PCs might hit 30th level. According to that information, playing 4 to 5 hours a week, PCs that started at level 1 will hit paragon in about 6 months. I wonder if, roughly around Dec/Jan/Feb, new books will hit that have "improved two-weapon fighting" feats and other paragon level(ish) feats.

So for now, since the majority of players have heroic lvl PCs, we get mostly heroic level feats, and as PCs progress, we'll start getting paragon/epic level feats that will improve upon the heroic feats. (i.e. an Improved Two-weapon fighting = an extra 1d6 at 21st level or something along those lines).

I hate to be all capitalistically-minded and all, but maybe the rules are being rolled out on an "as-needed basis" - meaning that the majority of players are running 1-10 lvl PCs and the marketing plan for WoTC takes this progess into account when deciding what products to release and when.

If it would be abuse for both to provide a +3 bonus at level 22, why is it not abuse for both to provide a +1 bonus at level 2?
 


Not only that, but the +1 to damage is only for the main weapon.

However, there are other advantages:

1) Two Weapon Fighting is a prereq for Two Weapon Defense. +1 to AC and Reflex is nice, especially considering that it is a shield bonus, so Armor Specialization stacks with the AC part of it and Lightning Reflexes (or Combat Anticipation) stacks with the Reflex part of it.

2) Two Weapon Fighting stacks with Weapon Focus.

3) Two Weapon Fighting is a prereq for Two Weapon Flurry. At high level, more enemies should be willing to provoke Opportunity Attacks (just due to the fact that they have so many hit points compared to weapon damage at those levels).

So sure, TWF is relatively weak in and of itself, but it allows for some other nice feats.
 

Because level 2 characters don't have access to Back to the Wall, which provides another untyped damage bonus.
So... untyped bonuses shouldn't scale with level because higher-level characters have access to more and untyped bonuses? I guess that makes sense. Might become a very compelling argument as more supplements appear, though I really hope WotC doesn't allow many untyped bonuses to see the light of day.

(I'd rather they provide feats that provide situational feat bonuses larger than Weapon Focus. Useful but difficult to go crazy with.)
