Using 2 weapons feat - only +1?

Not only that, but the +1 to damage is only for the main weapon.

However, there are other advantages:

1) Two Weapon Fighting is a prereq for Two Weapon Defense. +1 to AC and Reflex is nice, especially considering that it is a shield bonus, so Armor Specialization stacks with the AC part of it and Lightning Reflexes (or Combat Anticipation) stacks with the Reflex part of it.

This is quite neat actually I hadn't looked at it like this before.
Wielding a longsword in Two hands gives you one more damage with a light shield you also get an AC bonus of 1

With a couple of feats you get the advantage of two handed wielding a longsword (- it being a two handed weapon for reaping strike and two handed weapon prof for a fighter) and the benefits or a light shield this is infact neat, you also get this "versatile" bonus for any weapon not just versatile ones.
It does seem a bit odd that this bonus for damage and the actual versatile doesn't scale to 2 then 3 with tiers, or even just to 2 at 21st when all attacks will be at least 2 weapon damage

To use the TWF feat, must the off-hand weapon have the "off-hand" property?

I mean, I just wanted to use another weapon only to help fight with the main one, without ever using it to attack.
My main reason is visual style, though. Because I wanted my cleric to use two pears or a spear and a javelin, or some combination of spear and something other than a dagger or sickle.

Two weapon fighting has a hidden benefit in multiclassing as well. A fighter with rogue- powers can use a longsword in one hand for fighter powers and a shortsword in the other hand for rogue powers. In that case, the TWF- feat gives +1 damage to both weapons. Since the bonus is untyped, it is in addition to weapon focus or racial weapon training.

It is not powerful in a way that jumps off the page to you, but it's a solid feat in the right circumstances.

Thats because with fighting with two weapons you don't have the advantage of doing more damage with a two handed weapon or the AC benefit of using a shield.

Two weapon defence gives you the bonus of a light shield to AC.
Two weapon fighting gives you the bonus of a versatile weapon.

Neither gives you the full advantage of either extreme of the fighting system Shields vs Two handers (Defence vs Damage) but they do handily enough put you in the middle ground. They are also useful if for example, you don't have stats for shield proficency or the size/powers for two handed weapons to be useful.
