If I am restricting access to Magic Items...I use 3.0 Durations.
When I say restricted access, it basically means you can only purchase scrolls, potions and wands. Players can still use Item Creation Feats themselves though.
But with the players relying on what they can find and what they can make, instead of just taking their 20,000gp down to Omar's Magic Emporium...the 3.0 Durations make things much more survivable.
