Using City State of the Invincible Overlord in the World of Greyhawk

So I'm running a campaign that is basically a 3e tour of some classic old-school modules. Where possible, I'm porting stuff over to the Greyhawk setting, so for example I've dumped the Keep on the Borderlands down on the edge of the Tors in the Yeomanry. I'm also playing fast and loose with the established timeline so my players will be able to go through the original Giant modules but also hit the Return to the Temple of Elemental Evil.

None of my players are Greyhawk purists, so twisting or breaking canon isn't a big issue with them. So I'd really like to give a shout-out to Judges Guild by somehow working the City State into the setting. Is there a suitable city on Oerth that I could "swap out" with the CSotIO?

So far I've considered using the City State in place of the City of Greyhawk itself, but that seems a wee drastic.

I would place it where the capitol of Ahlissa is (the name escapes me at the moment). Its a big city in an evil country and its on a major river.

That's exactly what I was going to suggest. Seems to fit nicely.
