I expect them to use it when it really matters, so it has some value, instead of being just another, "Oh, here, why don't you have another ability that you can use all the time to make something happen the way you want." I expect that when they do finally need to use it, it will save a life or make a memorable moment. THAT is what Inspiration is to me. Nothing in the book says it should be handed out like Halloween candy.
