Using powes outside combact: questions

I'm guessing if a Pc could use encounter powers outside an encounter. I mean, can a cleric use healing word during a short rest? Can a mage shoot at a door with an encounter attack power? And so on...

Umm that is not a question but a statement!

But it is also a correct statement. Anything that can be use per encounter 'recharges' after a short rest (about 5 minutes).

I think yes, but you have to wait 5 minutes to get it back, and it interrupts your short rest so that you need to start your short rest again to get the benefits of a short rest.
