Using Quasi-minions

One thing you could try for a pseudo minion approach is simply increase the number of hits needed to drop the buggers.

Minions are designed to be quick to run (which is why most of them have a flat damage output rather than rolling dice), and to die in exactly one hit. You could just have minions that die in 2 or 3 hits, and allow any single attack doing more than a particular amount of damage to drop it outright, or for any critical hit to drop it.

ie: Tough Minion Skeleton: 3 hits or a single attack for more than 15 damage.

You may want to have Encounter powers count as 2 hits and Daily powers count as 3, just to get around the odd situation where a series of daily's roll crap damage and the 'minion' is still standing.
