I find it varies from character to character. In general, I prefer Encounter powers - anything I can rely on getting regular use out of. On the other hand, my Swordmage has stocked up heavily on Daily stances that last the entire combat.

I suppose I'd say that I go for powers that last an appropriate amount for their availability. I generally won't go for a Daily Utility that only has a one-round effect, but I'll go for one that helps for an entire combat. Whereas I'm fine with an Encounter Utility that just gives me one action or brief effect, since I can rely on using it in every combat.

At Wills are rare enough that I can't really say either way - if they are fitting for a character, I'll go for them, but they tend to be weak enough (to make up for their constant availability) that I only see them in use for very specific builds or concepts.

I am firmly in the encounter area as well. I like having lots of powers to use, and most classes have nice teleportation/movement powers as encounters anyway, what I really like in my utilities. With dailies, they can be good, and even essential at times, but I'd rather use a slightly weaker power 3-5+ times a day than a stronger power once.


With dailies, I also find myself going for ones with good effects or misses. Maybe I am pessimistic, but all or nothing does not suit me well.
 

My artificer has a lot of daily utility powers and I know that I wish I had more encounter powers. I may retrain, but most of my daily utility powers fit my character concept.

Pretty much what my position is, although as a wizard most of my available utilities seem to be dailies regardless.
 


For me it depends on the class. The Rogue at will utilities are great and I would pick them up in a heartbeat.

Others not so much.

If I am going to pick a daily utility over an encounter one then it had better either have a sustain on it or last all encounter.
 

The daily/encounter/at-will setting is only a minor consideration. There are enough other considerations that I don't feel like this is the determining factor. If there's an encounter power that I feel I won't use more than once or twice an adventuring day, that's not much better than a daily. If I see a daily that's not going to completely change my world, that's not happening.

Sometimes it's based on the range of the power, or the action type, or the number of allies/enemies affected...

I do know I swapped out Sanctuary for Shield of Faith, which is a daily, but it's simply vastly more useful.

I think it depends on the level. On Heroic tier I'd go for encounter only but from mid-paragon and up I have enough powers to consider going for daily powers that are awesome.
