Ok, I am not an expert on genasi by any means, but here are my 2 coppers.
Of COURSE they are not all 100% balanced with each other. They can never be. There are too many differences and factors to consider. Same goes for all the races.
And there is no way a system such as "ECL +x" is ever going to get them in balance. The system is just not "granular" enough. I mean, for the stronger genasi, what are you gonna do? Add +2? That's probably too much. For the weaker ones, add +.5 (!) ? See what I mean? the ECL+1 therefore is going to represent a WIDE range of abilities and strengths. Consider ECL+1 to mean: "Ok, it's a little better than a regular core race, but not quite as good as an ECL+2 race." There is a LOT of room to play with in that range.
I suppose if you wanted a better system to penalize the "powerful" races in comparison to each other, it may have been better to have something like an XP penalty. Some might get -1% to earned XPs, while others get -2%, -3%, -8%, or what have you. Heck, I suppose you could then theoretically give WEAKER races, like kobolds, an XP BONUS! But anyway, people would still argue that a given race's XP adjustment was off or something.
Bottom line? Stop trying to get the most bang for your ECL buck. And just take the race that you think would be coolest to ROLEPLAY.
