Vampire Mage v.s. 1-3 lvl character, Any suggestion?

Thralls, slaves, mesmerized servants.

Have a relatively famous vamp hunter in town, so the vamp antagonist has to keep hiddedn.

Vampires don't take long to heal, very few critters that can suck out other people's life force do. But playing with other people's lives while the vamp is off doing something else - that is a different story.

As has already been stated, the vamp should basically monitor and perhaps even assist the PCs in small ways (or leave small clues for them, anyways).

But he should come down on them like a sledgehammer once they've acquired the items he wants.

If you can actually trust the player to keep it under wraps, have him dominate/charm one of the PCs for the long term. That could go horribly wrong if the player doesn't want to cooperate with you, though.
 

I think your players are going to have lots of fun with your Vampire Mage idea. I ran a Vampire clown named Rictus Killgrave as my PC's shadowy foe (see Bastion Press' product called Villians ... it's great) and he really creeped them out. He turned out to be one of my best villians.

One idea is to have him 'scoping them out' for some reason only known to him. When one of the PC is separated from the party, have the vampire make an appearance in a foggy alley or something to question (toy with) on of the PCs. A vampire like that is sure to have plenty of spawns as well.
