Is there any actual rules on whether or not you can use attack powers on allies?

I play a warden with a LOT of hp (168 by level 18) and we have a ranger who wants to know if I let him suck my blood can he automatically hit me, do damage like normal and spend a healing surge?

According to PHB1 pg 57, if the power they were to use on you targets one creature. A creature means allies and enemies both, as well as yourself.

So there is no reason the rules wouldn't allow for this. It would be silly if you couldn't attack an ally, but you have to take proper consideration as to how your character would react to this in a roleplaying standpoint. Hit points or not, is your warden comfortable with the idea of allowing a vampiric character suck on his blood willingly? I would think most people wouldn't be, even under serious circumstances.
 

Im on the fence about it. I havent quite decided whether or not the fact that hes warforged is going to make any difference. At this point Im saying he'd be fine with it, because overall it just makes sense, I have 17 healing surges for 42 hp each, he does something like 10 damage and heals himself, thats fine.

You know, my bard has a hard time grabbing people.

He has an easy time grabbing objects~!

Enemies become objects (that you can grab) that are alive when you knock them out.
