To add some versatility to 4e skills, and make Intelligence a little better for more than just wizards, I thought I'd retool skill points for 4th edition. Here's how it works.
At first level, each character gets 5 x the total skills they can have in points; as shown below. Classes with predetermined skills (religion for cleric, etc...) are considered trained in that skill, even if no points are assigned to it, so you could still take skill focus. *Bards get the benefit of Skill versatility in any skill without a full compliment of 5 points, so the trick for them would be to put in 4 points and use skill versatility for the extra oomph.
With the exception of the Bard's skill versatility and class specific skills, class skills are considered trained after you put 1 skill point into them. Non-class skills are not considered trained until you put 3 points into them, which means a fighter can Detect magic with Arcana, but he has to put 3 of his 15 points into it to do so.

You can only have up to 5 points in any skill, and a number of non-class skills with at least 1 point in them equal to 1 + your Intelligence modifier.

When you gain training in a skill from a race, feat, paragon path, or otherwise, it becomes a class skill in which you are considered trained, even if you have 0 points in it, and get 5 skill points to spend.

Retraining Skills
When you retrain skills, you get to take up to 5 points out of your skills and redistribute them as you wish.

At this point, everything still falls in line, for the most part, with PHB skills, since you could technically just put all 5 points into the class skills you're provided and be identical to regular characters. There is one more option to help benefit a high Intelligence, but it goes outside the realm of standard.
At 11th-level or higher, if your Intelligence Score is at least a 13, you get 5 extra skill points to distribute. At 21st-level or higher, if your Intelligence Score is at least a 15, you get 5 extra skill points to distribute.
