Vehicle Modifications

I looked over my books and couldn't find anything on this subject (I'm pretty tired, but we'll ignore that): I have players that want to soup up vehicles. I'm not against it (in fact, some of the modifications sound like fun) but I don't know how much it should cost. Do rules exist for this sort of thing? Suggested modifications include any or all of the following:

Turrets
Reinforced Glass
Armor Plating (kinda like the armored truck, would increase hardness)
Increased Speed
Increased Acceleration (like a nitrous/turbo system)
Better Handling (I like the idea of a super-van that can corner like a race car)
Better Fuel Efficiency
Improved Initiative?

I'd appreciate any feedback on existing rules or suggestions to impliment new ones. I've considered that a computer upgrade costs +1 wealth (a notebook is +2) and grants +1 to Computer Use checks and thought to use that as a baseline. On an urelated note, is that increased purchase DC the cost of the upgrade, or the cost of the upgraded computer? Thanks.

Spycraft does have a great set of vehicle modifications. While their costs are figured out in gadget points (totally separate from normal wealth points), you might still be able to use their costs relative to one another to help you figure out how much to charge for them. Maybe every one gadget-point cost is four wealth point costs in D20 Modern? (I have no idea what a fair conversion would be, since I've only played D20 Modern once, and that was over a year ago).
