If someone were willing to spring for a scroll to cast water breathing on him, that wouldn't be a problem. Remember, it specifically states that characters with Vow of Poverty can benefit from spells cast on them by other people.
I know but the monk still needed to be near the one character with the water breathing. It is just a lot easier to have ones own items then to depend on someone else for the magic especially in combat or rough situations.
