Voting for Rarity?

4e toned-downed magic items so that I don't think there are any that are really "character-defining" any more. That's not necessarily a bad thing, by the way.
As a counter-example, consider the Dex-based Ranger who uses a Hunting Greatspear. This weapon has the property that it is Heavy Thrown 10/20.

Around mid-paragon, he becomes a mobile zone of control who can slide and prone (and then shift 2) on an OA, and who gets an OA if you try to charge him. He's comfortable in melee and brutal at range, and he hinges on being able to chuck his greatspear.

I think maybe you mean Hungry Spear. But I get your point. Of course, there are others way to partially (but not completely) achieve this (or nearly the same), such as Farbond Spellblade Glaive or Talenta Sharrash (either at range 5/10)or any Cahulaks (not as much range), so maybe this one really is class-defining for this particular build.

As builds go, it's not particularly overpowered, but it is different from the usual Ranger, and it depends pretty heavily on that one specific magic item.
