I'd dump the points in Dex since your only benefit is on Dex skills and Initiative. You'll get a much better benefit by putting those 3 points towards Str or Int.

For a tactical human Warlord, I'd probably go STR 16, CON 14, DEX 10, INT 16, WIS 10, CHA 11 and concentrate on getting Int-based powers instead of Cha.
 

I appreciate the input. The reason for the higher DEX, is I want to later get the Blade Opportunist Feat and Armor Proficiency (Scale) in the Heroic Tier. Going forward, I'll need to also increase DEX for Armor Specialization (Scale), Shield Specialization, and Heavy Blade Opportunity at the Paragon Tier, and at the Epic Tier I want Heavy Blade Mastery.

My stats would develop as such:

Again looks good. I'm curious as to the choice of Falchion as opposed to Greatsword.

I find it interesting with the two fighter builds presented here, both chose two-handed weapons and passed on using shield. I guess if it's dead....it can't hit you anyway. ;)
