4 Spells with pitiful saving throws. This is powerful but I'm not too frightened about balance, espeically considering how easy it to disarm or sunder wands.

Yes, if you can get close enough to do that :) But, I think the expense and the fact that it costs two extra feats counterbalance it. Plus, the DM can decide when or where wands are available so it does keep the character in check. Slightly to the powerful side of balance on rethought, but it might work. Of course, as things go, there's bound to be a way to make horrible use of this, as with most things :)

1. How can you place metamagic feats in a wand without a level increase? Unless there are some new abilities regarding this in Complete Arcane (which I haven't read), what you stated seems impossible.

2. The wizard would have to be at least 5th level, as Caster Level 5 is a prereq for Craft Wand.

3. Taking Two Weapon Fighting is pretty much a wasted feat for a caster, other than as a prereq for DWW.

Sorry, my bad. I kept thinking about the fact that even though it's cast in a higher level slot normally it's still a spell of its lower level. Forgot about the part where it worked the other way for wands and was considered a higher level spell. Damn! Got the Craft Wand wrong as well. Bad day! ;)

It depends on how useful you're going to find fighting with two wands the whole time. While they're expensive I can see a wizard getting a lot of use out of two wands in a round, such as two buff spells or two attack spells, even if in most cases cost will limit them to 2nd level or lower spells. On the other hand, creating a Rogue/Wizard/Arcane Trickster with two of these, it could work quite well. A lot of rogues can use Two-weapon fighting since it doubles their Sneak Attack in a flanking position and the bonus from flanking removes the two-weapon fighting penalty.

PGtF... Incantatrix PrC. You pay for level increases with extra charges from the wands.

Artificers, from the ECS, gain a special ability called "Wand Mastery."

It allows them to use any metamagic feat they know with any spell trigger item. Each level adjustment of the feat requires one additional charge. Thus, an Artificer can apply an Extend to a Wand of Mage Armor for the cost of two charges, total.

It seems similar to the incantatrix PrC in that respect.
 

It seems to me that a double wand wielder could be immensely fun to play.

Expensive? Maybe. But if the party knows what is good for them, they'll help fund the wands. After all, a wand of bull's strength will help the fighters much, much more than it will help the wizard directly.

I'd get them to fund a couple wands of enervationp myself. Ouch!
