Gotcha.

So two casters could divvy XP cost on multiple item creations, but a CASTER has got to pay it.

So basically you are agreeing with me (and providing the quotes to back it up) when I said

"The quote from the DMG refers to cooperative creating where one character must decide who is the creator. It does not refer to creating an item for someone else - which is what I was referring to. For example a wizard crafts a special sword for his fighter liege. The rules don't address the fighter fitting into the equation at all since he can't craft a magic item in the first place."

No, the Errata fixed that (as per what Monte wanted). To make a pearl of power, you have to be whatever level you have to be to cast the required spells. If you find one in a random treasure, assume it's CL 17.
