D&D 5E wands

I think they're just going to move the line about "even if you're incapable of casting spells" to the general description for wands, as opposed to tacking it onto every wand individually.

There is a wand in the HotDQ that also has the line "You can use this even if you do not cast spells." So until the DMG is officially out and thee basic rules updated, this is the goto line.

So simply... anyone can use a wand.

My PHB hasn't arrived yet, so i can't check if it's mentioned...

EDIT: It seems like wands are now self contained units that ignore the abilities of the caster.

I don't think a wand has been published yet that had a DC. We may have to wait for the DMG. In the meantime, I am using 8 + double the spell level. So if you had wand of web, second level spell, the DC would be 12. I know this is not how 5e does things, but I don't have a better idea yet. The other thing I have done is give things flat +2 bonuses. So a wand of healing word does 1d4 +2 if cast with 1 charge and 3d4+2 if cast with 3 charges.

Wand of Winter has a Save DC of 15. I am not entirely sure how they determined that as its bonus to hit is +5.

Edit: Ah! looking at the scroll table referenced by [MENTION=184]Agamon[/MENTION] above, looks like it is based on the level of spell in question.
 

There is two ways to look at the inclusion of that line:

1.) We're adding it to all wand descriptions to make it clear any wand can be used by anyone, or
2.) We add it to some wands so that they can be used by anyone, and not others as they are limited to certain characters.

Either is possible in my mind. We'll have to see what the books say...
