Yes but that's a separate aspect. I agree with you, and wrote above, that you cannot recover those exertion points as you would with the ones coming from the standard exertion pool.The key being healing can't restore them. You spend the spell slots, then spend the Temp exertion, arguably first. The only way to restore the Temp beyond the Max (2*PB) is spending more spell slots. Spending Hit Die would not restore beyond that Max (2*PB).
What I wanted to focus on if the total number of exertion points can become unbounded via the conversion of spell points. If you can convert as many spell slots into exertion as you wanted, you could go nova in the crazy ways described in the posts above. This is the main issue. My proposal is an interpretation of the rule "you cannot have more exertion points than 2xpb", with that the nova issue goes away. The fact that exertion converted from spell points cannot be recovered is completely irrelevant to this aspect.
I would consider that cap to be RAI, if not even RAW, as apparently a lot of effort was devoted into removing typical o5e nova-abusable mechanics (action surge, and even divine smite) and this goes in the same direction and doesn't require to change a single thing.
