I am actually more concerned with "touch and feel" than straight math.
No amount of math can after all convince me that EB is balanced if the way EB works is such that my Warlock players simply use it all the time ad nauseam.
So the problem is basically that EB needs more versatility, or else some more alternatives. I'm certain the final version will have more damage-dealing incantations available, but I do hope they also built out EB a bit.
Didn't the 3e warlock eventually learn to use EB as an area attack, change its element type, and so on? Maybe EB needs to be elevated from just a default minor invocation to a more developed class feature; you could learn new ways to use it depending on your pact, for example, adding rider effects or changing the range/area of effect in return for reducing the damage.
