Star Pact: The target takes a penalty to AC equal to your
Intelligence modifier.

Is the penalty to AC permanent, or does it also only last until the end of your next turn?


If you're wielding a +2 Magic Rod in one hand and a +1 Wand of Dreadful Word in the other, if you use the Dreadful Word power from the wand do you have to use the +1 enhancement bonus from the wand, or can you use the +2 bonus from the rod?

Not sure about the 1st part but you get the bonus from whichever implement you use to make the attack. So in this case, +1.

Always check the updates. This was fixed 4 days after 4e came out. It lasts until the end of the next turn.

I'm a bit confused about the whole "the target grants combat advantage to all of your enemies" part. It seems like it should be "to all of your allies," doesn't it?

That's also covered in the errata. It is "you and all of your allies."
