Warpriest (CDiv) Rally, Inflame are redundant

The Warpriest PrC (Complete Divine p. 74-76) gets two class abilities called Rally (gained at 1st level) and Inflame (gained at 2nd level). These abilities are redundant, both offering a morale bonus to saves against fear effects.
Rally (Ex): A warpriest who currently is not suffering from a fear effect can use this ability as a standard action. Allies within 60 feet who are suffering from any fear effect and who can hear the warpriest are allowed another saving throw against the fear effect, with a +1 morale bonus per warpriest level.
Inflame (Ex): As a full-round action, the warpriest can inflame the passions of his allies. All who can hear the warpriest gain a morale bonus on saving throws against any charm or fear effect. The bonus begins at +2 for 2nd-level warpriest and increases by +2 at each even-numbered level thereafter (+4 at 4th level, +6 at 6th level, and so on). This effect lasts for 5 minutes after the speech ends, plus 1 minute per level of the warpriest. The warpriest also gains the bonus.
Don't these abilities seem overly redundant? Yes, there are some differences -- Rally is a post-fear-effect ability and Inflame is a pre-fear-effect ability -- but both are essentially used in the same fashion.

I don't know of any errata or FAQs addressing this topic. But it sure seems weird.

They aren't the same at all.

Rally: Get another attempt to save against fear, and a bonus on that save

Inflame: Grant a proactive bonus against fear / charm

Obviously, you inflame them first, and then if they fail a fear save later, you rally them to give them another shot at their failed saving throws.

Also, on odd levels, the bonus from Rally will be greater than the bonus from Inflame.

EDIT: Inflame also has a much larger range than Rally.
 


Officially, it's a grey area, but there's no way a publisher would complain about people posting two paragraphs from a book to ask a question about it. It certainly is not objectionable, nor is it against the spirit of copyright laws. You can post snippets all you want. Just don't copy so much that the value of the book goes down.
 

Can anyone name another prestige class that has abilities as redundant as these two? I can't think of one.

I know the warpriest underwent some revision from the 3.0 version to the 3.5 version. I'll have to dig up Defenders of the Faith to see if these abilities got changed in the process.
